ਪਟਿਆਲਾ, 22 ਅਪ੍ਰੈਲ(ਹਿਮਾਂਸ਼ੂ ਹੈਰੀ):ਪਟਿਆਲਾ ਦੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਡਾ. ਹਿਮਾਂਸ਼ੂ ਅਗਰਵਾਲ ਨੇ ਜ਼ਿਲ੍ਹੇ ਅੰਦਰ ਹੜ੍ਹ ਸੁਰੱਖਿਆ ਕਾਰਜਾਂ ਦਾ ਮੁਲਾਂਕਣ ਕਰਦਿਆਂ ਮੌਨਸੂਨ ਸੀਜ਼ਨ ਲਈ ਤਿਆਰੀਆਂ ਦਾ ਵਿਸਤ੍ਰਿਤ ਜਾਇਜ਼ਾ ਲਿਆ।ਉਨ੍ਹਾਂ ਨੇ ਸਾਰੇ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਨੂੰ ਚੱਲ ਰਹੇ ਪ੍ਰੋਜੈਕਟ ਸਮੇਂ ਸਿਰ ਪੂਰਾ ਕਰਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਵਿਖੇ ਮੀਟਿੰਗ ਦੀ ਪ੍ਰਧਾਨਗੀ ਕਰਦਿਆਂ, ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਘੱਗਰ ਨਦੀ ਸਮੇਤ ਹੋਰ ਨਦੀਆਂ, ਨਾਲਿਆਂ ਵਿੱਚ ਪਿਛਲੇ ਸਾਲਾਂ ਦੌਰਾਨ ਆਏ ਪਾਣੀ ਕਾਰਨ ਪਏ ਪਾੜਾਂ ਸਮੇਤ ਨੀਵੇਂ ਇਲਾਕਿਆਂ ਵਿੱਚ ਪਾਣੀ ਭਰਨ ਦੀ ਡੂੰਘਾਈ ਨਾਲ ਸਮਝ ਦੀ ਲੋੜ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਅਗਲੇ ਕੁਝ ਮਹੀਨਿਆਂ ਲਈ ਹੜ੍ਹ ਰੋਕੂ ਕਾਰਜਾਂ ਨੂੰ ਤਰਜੀਹੀ ਕੰਮ ਵਜੋਂ ਨਿਰਧਾਰਤ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੜ੍ਹਾਂ ਤੋਂ ਬਚਾਅ ਲਈ ਸਾਰੀਆਂ ਤਿਆਰੀਆਂ ਸਮੇਂ ਸਿਰ ਮੁਕੰਮਲ ਕੀਤੀਆਂ ਜਾਣ।ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਕਿਹਾ ਕਿ ਨਿਰਧਾਰਤ ਸਮਾਂ-ਸੀਮਾ ਦੇ ਅੰਦਰ ਹੜ੍ਹ ਸੁਰੱਖਿਆ ਕਾਰਜਾਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਵਿੱਚ ਕਿਸੇ ਵੀ ਦੇਰੀ ਜਾਂ ਲਾਪਰਵਾਹੀ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ ਅਤੇ ਸਬੰਧਤ ਅਧਿਕਾਰੀਆਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਹੋਵੇਗੀ। ਇਸ ਮੌਕੇ ਡਾ. ਹਿਮਾਂਸ਼ੂ ਅਗਰਵਾਲ ਨੇ ਡਰੇਨੇਜ ਵਿਭਾਗ ਨੂੰ ਚੱਲ ਰਹੇ ਸਾਰੇ ਹੜ੍ਹ ਸੁਰੱਖਿਆ ਕਾਰਜ ਜੂਨ ਦੇ ਅੰਤ ਤੱਕ ਮੁਕੰਮਲ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਸ਼ਹਿਰ ਅੰਦਰ ਹੜ੍ਹਾਂ ਬਾਬਤ ਸਮੀਖਿਆ ਕਰਦਿਆਂ ਉਨ੍ਹਾਂ ਨਗਰ ਨਿਗਮ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਮਾਨਸੂਨ ਸੀਜ਼ਨ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਸ਼ਹਿਰ ਵਿੱਚ ਜੈਕਬ ਅਤੇ ਮਾਡਲ ਟਾਊਨ ਡਰੇਨਾਂ ਸਮੇਤ ਸਾਰੀਆਂ ਸੀਵਰ ਲਾਈਨਾਂ ਦੀ ਸਫਾਈ ਨੂੰ ਸਮੇਂ ਸਿਰ ਮੁਕੰਮਲ ਕਰਵਾਉਣਾ ਯਕੀਨੀ ਬਣਾਉਣ ਦੇ ਵੀ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ।ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਘੱਗਰ ਦੇ ਬੰਨ੍ਹ ਮਜ਼ਬੂਤ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਵੱਡੀ ਨਦੀ ਅਤੇ ਛੋਟੀ ਨਦੀ ਸਮੇਤ ਨਾਲਿਆਂ ਦੀ ਸਫਾਈ ਦੇ ਕੰਮਾਂ ਦੀ ਸਮੀਖਿਆ ਕਰਦਿਆਂ ਸਾਲ 2019, 2023 ਅਤੇ 2025 ਵਿੱਚ, ਹੜ੍ਹਾਂ ਸਮੇਤ ਖਾਸ ਕਰਕੇ ਨੀਵੇਂ ਇਲਾਕਿਆਂ ਵਿੱਚ ਪਾਣੀ ਭਰਨ ਦੀ ਸਥਿਤੀ ਬਾਰੇ ਵਿਸਤ੍ਰਿਤ ਰਿਪੋਰਟ ਮੰਗੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਚੱਲ ਰਹੇ ਕੰਮਾਂ ਦਾ ਖੁਦ ਨਿਰੀਖਣ ਕਰਨਗੇ ਅਤੇ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਲਾਪਰਵਾਹੀ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਮੁੱਖ ਥਾਵਾਂ ‘ਤੇ ਚੱਲ ਰਹੇ ਹੜ੍ਹ ਸੁਰੱਖਿਆ ਉਪਾਵਾਂ ਦੀ ਵੀ ਸਮੀਖਿਆ ਕੀਤੀ, ਜਿਸ ਵਿੱਚ ਸਰਾਲਾ ਹੈੱਡ ਵਿਖੇ ਘੱਗਰ ਵਿੱਚੋਂ ਮਿੱਟੀ ਕੱਢਣ ਦਾ ਕੰਮ, ਪਿੰਡ ਮਾੜੂ ਵਿਖੇ ਘੱਗਰ ਦੇ ਕੰਢਿਆਂ ‘ਤੇ ਪੱਥਰ ਲਗਾ ਕੇ ਮਜ਼ਬੂਤ ਕਰਨ ਅਤੇ ਹਰਿਆਣਾ ਸਿੰਚਾਈ ਵਿਭਾਗ ਵੱਲੋਂ ਹਾਂਸੀ-ਬੁਟਾਣਾ ਨਹਿਰ ਦੇ ਸਾਈਫਨਾਂ ਹੇਠੋਂ ਮਿੱਟੀ ਕੱਢਣਾ ਸ਼ਾਮਲ ਹੈ। ਸਾਰੇ ਵਿਭਾਗਾਂ ਨੂੰ ਸਮਾਂ-ਸੀਮਾ ਦੀ ਸਖ਼ਤੀ ਨਾਲ ਪਾਲਣਾ ਕਰਨ ਦਾ ਨਿਰਦੇਸ਼ ਦਿੰਦੇ ਹੋਏ, ਡਾ. ਹਿਮਾਂਸ਼ੂ ਅਗਰਵਾਲ ਨੇ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਨੂੰ ਵਿਸਥਾਰ ਪੂਰਵਕ ਕਾਰਜ ਯੋਜਨਾਵਾਂ ਬਿਨਾਂ ਕਿਸੇ ਦੇਰੀ ਦੇ ਜਮ੍ਹਾਂ ਕਰਾਉਣ ਲਈ ਕਿਹਾ। ਉਨ੍ਹਾਂ ਨੇ ਪੀਐਸਪੀਸੀਐਲ ਅਤੇ ਫੂਡ ਸਪਲਾਈ ਸਮੇਤ ਹੋਰ ਵਿਭਾਗਾਂ ਨੂੰ ਹੜ੍ਹਾਂ ਦੌਰਾਨ ਪ੍ਰਭਾਵਿਤ ਹੋਣ ਵਾਲੇ ਪਾਵਰ ਸਟੇਸ਼ਨਾਂ, ਗੁਦਾਮਾਂ ਅਤੇ ਹੋਰ ਬੁਨਿਆਦੀ ਢਾਂਚਿਆਂ ਦੀ ਸੂਚੀ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਤੇ ਇਨ੍ਹਾ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਬਾਰੇ ਡੇਟਾ ਪ੍ਰਦਾਨ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਉਨ੍ਹਾਂ ਨੇ ਪਿਛਲੇ ਹੜ੍ਹਾਂ ਦੌਰਾਨ ਸੰਪਰਕ ਟੁੱਟਣ ਵਾਲੇ ਪਿੰਡਾਂ ਤੇ ਪਿੱਛੇ ਇਕੱਲੇ ਪਸ਼ੂ ਰਹਿ ਜਾਣ ਵਾਲੇ ਪਿੰਡਾਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਮੰਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸੁਰੱਖਿਆ ਉਪਕਰਣਾਂ ਦੀ ਸੂਚੀ ਦੇ ਨਾਲ ਇੱਕ ਵਿਆਪਕ ਸੰਚਾਰ ਯੋਜਨਾ ਤਿਆਰ ਕਰਨ ਦੇ ਵੀ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ। ਇੱਸ ਬੈਠਕ ਮੌਕੇ ਏ.ਡੀ.ਸੀ (ਦਿਹਾਤੀ ਵਿਕਾਸ) ਦਮਨਜੀਤ ਸਿੰਘ ਮਾਨ, ਏ.ਡੀ.ਸੀ (ਸ਼ਹਿਰੀ ਵਿਕਾਸ) ਨਵਰੀਤ ਕੌਰ ਸੇਖੋਂ, ਐਸ.ਡੀ.ਐਮਜ ਨਮਨ ਮਾਰਕਨ, ਰਿਚਾ ਗੋਇਲ, ਏ.ਪੀ.ਐਸ ਸੋਮਲ ਅਤੇ ਹਰਜੋਤ ਕੌਰ ਮਾਵੀ, ਡੀ.ਆਰ.ਓ ਹਰਸਿਮਰਨ ਸਿੰਘ, ਡਰੇਨੇਜ ਵਿਭਾਗ ਦੇ ਕਾਰਜਕਾਰੀ ਇੰਜੀਨੀਅਰ ਆਕਾਸ਼ ਅਗਰਵਾਲ ਸਮੇਤ ਹੋਰ ਅਧਿਕਾਰੀ ਮੌਜੂਦ ਸਨ।

पटियाला, 22 अप्रैल (हिमांशु हैरी): पटियाला के डिप्टी कमिश्नर डॉ. हिमांशु अग्रवाल ने जिले में बाढ़ से बचाव के कामों का जायजा लेते हुए मानसून सीजन की तैयारियों का डिटेल में रिव्यू किया। उन्होंने सभी संबंधित डिपार्टमेंट को चल रहे प्रोजेक्ट्स को समय पर पूरा करने के निर्देश दिए। डिस्ट्रिक्ट एडमिनिस्ट्रेटिव कॉम्प्लेक्स में मीटिंग की अध्यक्षता करते हुए डिप्टी कमिश्नर ने पिछले सालों में पानी के बहाव के कारण घग्गर नदी और दूसरी नदियों और नालों समेत निचले इलाकों में पानी भरने की स्थिति को अच्छी तरह समझने की जरूरत पर जोर दिया। अगले कुछ महीनों के लिए बाढ़ से बचाव के कामों को प्राथमिकता देते हुए उन्होंने कहा कि बाढ़ से बचाव की सभी तैयारियां समय पर पूरी कर ली जाएं। डिप्टी कमिश्नर ने कहा कि बाढ़ से बचाव के कामों को तय समय में पूरा करने में कोई देरी या लापरवाही बर्दाश्त नहीं की जाएगी और संबंधित अधिकारियों के खिलाफ सख्त कार्रवाई की जाएगी। इस मौके पर डॉ. हिमांशु अग्रवाल ने ड्रेनेज डिपार्टमेंट को जून के आखिर तक चल रहे सभी बाढ़ से बचाव के काम पूरे करने के निर्देश दिए। शहर में बाढ़ का रिव्यू करते हुए, उन्होंने नगर निगम के अधिकारियों को यह भी निर्देश दिया कि मानसून का मौसम शुरू होने से पहले शहर में जैकब और मॉडल टाउन ड्रेन समेत सभी सीवर लाइनों की सफाई का काम समय पर पूरा किया जाए। डिप्टी कमिश्नर ने घग्गर के किनारे को मजबूत करने के काम के अलावा बड़ी नदी और छोटी नदी समेत ड्रेनों की सफाई का रिव्यू करते हुए, साल 2019, 2023 और 2025 में बाढ़ समेत खासकर निचले इलाकों में पानी भरने की स्थिति पर डिटेल्ड रिपोर्ट मांगी। उन्होंने कहा कि वह खुद चल रहे कामों का इंस्पेक्शन करेंगे और कोई लापरवाही बर्दाश्त नहीं की जाएगी। डिप्टी कमिश्नर ने खास जगहों पर चल रहे बाढ़ से बचाव के उपायों का भी रिव्यू किया, जिसमें सरला हेड पर घग्गर से मिट्टी हटाने का काम, गांव मारू में पत्थर डालकर घग्गर के किनारों को मजबूत करना और हरियाणा सिंचाई विभाग द्वारा हांसी-बुटाना नहर के साइफन के नीचे से मिट्टी हटाना शामिल है। सभी विभागों को डेडलाइन का सख्ती से पालन करने का निर्देश देते हुए, डॉ. हिमांशु अग्रवाल ने संबंधित विभागों से बिना किसी देरी के डिटेल्ड एक्शन प्लान जमा करने को कहा। उन्होंने PSPCL और फ़ूड सप्लाई समेत दूसरे डिपार्टमेंट को बाढ़ के दौरान प्रभावित हुए पावर स्टेशन, गोदाम और दूसरे इंफ्रास्ट्रक्चर की लिस्ट और उनकी सुरक्षा पक्का करने का डेटा देने का निर्देश दिया। इसके अलावा, उन्होंने उन गांवों के बारे में जानकारी मांगी जो पिछली बाढ़ के दौरान कट गए थे और जिन गांवों में मवेशी छूट गए थे। उन्होंने अधिकारियों को सुरक्षा उपकरणों की लिस्ट के साथ एक पूरा कम्युनिकेशन प्लान तैयार करने का भी निर्देश दिया। इस मौके पर ADC (रूरल डेवलपमेंट) दमनजीत सिंह मान, ADC (अर्बन डेवलपमेंट) नवरीत कौर सेखों, SDM नमन मरकन, रिचा गोयल, APS सोमल और हरजोत कौर मावी, DRO हरसिमरन सिंह, ड्रेनेज डिपार्टमेंट के एग्जीक्यूटिव इंजीनियर आकाश अग्रवाल और दूसरे अधिकारी मौजूद थे।

Patiala, April 22 (Himanshu Harry): Patiala Deputy Commissioner Dr. Himanshu Agarwal took a detailed review of the preparations for the monsoon season while assessing the flood protection works in the district. He directed all the concerned departments to ensure timely completion of the ongoing projects. Presiding over the meeting at the District Administrative Complex, the Deputy Commissioner stressed on the need for a thorough understanding of the water filling in the low-lying areas including the Ghaggar River and other rivers and drains due to the water inflows in the past years. Setting flood prevention works as a priority task for the next few months, he said that all preparations for flood protection should be completed on time. The Deputy Commissioner said that no delay or negligence in completing the flood protection works within the stipulated time frame will be tolerated and strict action will be taken against the concerned officials. On this occasion, Dr. Himanshu Agarwal directed the Drainage Department to complete all the ongoing flood protection works by the end of June. While reviewing the floods in the city, he also directed the Municipal Corporation officials to ensure timely completion of cleaning of all sewer lines including Jacob and Model Town drains in the city before the onset of the monsoon season. The Deputy Commissioner, while reviewing the work of strengthening the Ghaggar embankment, besides cleaning of drains including Badi Nadi and Choti Nadi, sought a detailed report on the situation of waterlogging, especially in low-lying areas, including floods, in the years 2019, 2023 and 2025. He said that he would personally inspect the ongoing works and no negligence would be tolerated. The Deputy Commissioner also reviewed the ongoing flood protection measures at key places, including the work of removing soil from the Ghaggar at Sarala Head, strengthening the banks of the Ghaggar at village Maru by placing stones and removing soil from under the siphons of Hansi-Butana Canal by the Haryana Irrigation Department. Directing all departments to strictly adhere to the deadline, Dr. Himanshu Agarwal asked the concerned departments to submit detailed action plans without any delay. He directed other departments including PSPCL and Food Supply to provide a list of power stations, godowns and other infrastructures affected during the floods and data on ensuring their safety. Besides, he sought information about villages that were disconnected during the previous floods and villages where cattle were left behind. He also directed the officials to prepare a comprehensive communication plan along with a list of safety equipment. ADC (Rural Development) Damanjit Singh Mann, ADC (Urban Development) Navreet Kaur Sekhon, SDMs Naman Markan, Richa Goyal, APS Somal and Harjot Kaur Mavi, DRO Harsimran Singh, Executive Engineer of Drainage Department Akash Agarwal and other officials were present on the occasion.
