ਰਾਜਪੁਰਾ,24 ਫਰਵਰੀ(ਹਿਮਾਂਸ਼ੂ ਹੈਰੀ):ਪੰਜਾਬ ਰਾਜ ਤੇ ਕੇਂਦਰ ਸਾਸ਼ਤ ਪ੍ਰਦੇਸ਼ ਚੰਡੀਗੜ੍ਹ ਦੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ (ਪੀ.ਐਸ.ਐਚ.ਆਰ.ਸੀ.) ਦੇ ਮੈਂਬਰ ਪਦਮ ਸ਼੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਅੱਜ ਜ਼ੋਰ ਦੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਪੀੜਤਾਂ ਦੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਨਿਆਂ ਦਿਵਾਉਣ ਲਈ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੇ ਦਰਵਾਜੇ ਹਰ ਸਮੇਂ ਖੁੱਲ੍ਹੇ ਹਨ।ਪਦਮ ਸ੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਰਾਜਪੁਰਾ ਵਿਖੇ ਹਿਉਮਨ ਰਾਈਟਸ ਵਾਚ ਸੰਸਥਾ (ਰਜਿ) ਪੰਜਾਬ ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਪੁਰੀ ਦੀ ਅਗਵਾਈ ਹੇਠਲੀ ਸੰਸਥਾ ਦੇ ਰਾਜਪੁਰਾ ਯੁਨਿਟ ਵੱਲੋਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਜਾਗਰੂਕਤਾ ਅਤੇ ਲੋਕਾਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਦੇ ਨਿਵਾਰਨ ਸਬੰਧੀ ਲਗਾਏ ਜਨ ਸੰਮੇਲਣ ਮੌਕੇ ਸ਼ਿਰਕਤ ਕਰ ਰਹੇ ਸਨ। ਇਸ ਮੌਕੇ ਸੰਸਥਾ ਦੇ ਰਾਜਪੁਰਾ ਯੁਨਿਟ ਦੇ ਪ੍ਰਧਾਨ ਹਰਪ੍ਰੀਤ ਸਿੰਘ ਚੋਜੀ ਤੇ ਸੀਨੀਅਰ ਮੀਤ ਪ੍ਰਧਾਨ ਸ਼ਿਵ ਕੁਮਾਰ ਭੂਰਾ ਨੇ ਸ਼੍ਰੀ ਸ਼ੰਟੀ ਦਾ ਸਵਾਗਤ ਕੀਤਾ। ਇਸ ਮੌਕੇ ਤੇ ਕਮਿਸ਼ਨ ਮੈਂਬਰ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਏ.ਡੀ.ਸੀ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਡਾ. ਇਸਮਤ ਵਿਜੇ ਸਿੰਘ, ਐਸ.ਡੀ.ਐਮ. ਨਮਨ ਮਾਰਕੰਨ, ਐਸ.ਪੀ ਸਵਰਨਜੀਤ ਕੌਰ, ਡੀ.ਐਸ.ਪੀ. ਰਾਜਪੁਰਾ ਮਨਜੀਤ ਸਿੰਘ, ਥਾਣਾ ਸਦਰ ਮੁਖੀ ਸਮੇਤ ਹੋਰ ਦੀ ਮੌਜੂਦਗੀ ਵਿਚ ਸਿਹਤ ਵਿਭਾਗ, ਨਗਰ ਕੌਂਸਲ, ਬਿਜਲੀ, ਸਮੇਤ ਹੋਰ ਵਿਭਾਗਾਂ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰਕੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਲੋੜੀਂਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਦਿੰਦਿਆਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਨੂੰ ਹੋਰ ਬਿਹਤਰ ਬਣਾਉਣ ਲਈ ਸੁਝਾਅ ਵੀ ਲਏ।ਇਸ ਮੌਕੇ ਉਨ੍ਹਾਂ ਨੇ ਪ੍ਰਾਪਤ ਸ਼ਿਕਾਇਤਾਂ ਦੇ ਤੁਰੰਤ ਹੱਲ ਲਈ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਵੀ ਜਾਰੀ ਕੀਤੇ। ਏ.ਡੀ.ਸੀ. ਡਾ. ਇਸਮਤ ਵਿਜੇ ਸਿੰਘ ਤੇ ਐਸ.ਪੀ. ਸਵਰਨਜੀਤ ਕੌਰ ਨੇ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਕਮਿਸ਼ਨ ਦੀਆਂ ਹਦਾਇਤਾਂ ਦੀ ਇੰਨ-ਬਿੰਨ ਪਾਲਣਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਮੌਕੇ ਇਸਲਾਮ ਅਲੀ, ਮੈਂਬਰ ਦੇ ਸਕੱਤਰ ਬਲਦੇਵ ਸਿੰਘ ਸਮੇਤ ਸੰਸਥਾ ਦੇ ਸੂਬਾ ਸਕੱਤਰ ਗੁਰਮੀਤ ਸਿੰਘ ਬੇਦੀ, ਚਰਨਜੀਤ ਸਿੰਘ ਬੇਦੀ ਸਮੇਤ ਹੋਰ ਪਤਵੰਤੇ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਮੌਜੂਦ ਸਨ।ਲੋਕਾਂ ਦੇ ਵੱਡੇ ਇਕੱਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਪਦਮਸ਼੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਕਿਹਾ ਕਿ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਰਾਜ ਅੰਦਰ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰੱਖਿਆ ਤੇ ਉਲੰਘਣਾ ਦੇ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਮਾਮਲਿਆਂ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਲੈਂਦਿਆਂ ਨਿਰੰਤਰ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਲੋਕਾਂ ਨੂੰ ਆਪਣੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਬਾਬਤ ਜਾਗਰੂਕ ਹੋਣ ਦਾ ਸੱਦਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰੀ ਮੁਲਾਜਮ ਤੇ ਅਧਿਕਾਰੀ ਤੁਹਾਡੇ ਦਿੱਤੇ ਟੈਕਸਾਂ ਦੀ ਤਨਖਾਹ ਪ੍ਰਾਪਤ ਕਰਦੇ ਹਨ, ਅਤੇ ਜੇਕਰ ਉਹ ਲੋਕਾਂ ਦੇ ਕੰਮ ਨਹੀਂ ਕਰਦੇ ਤਾਂ ਲੋਕ ਮਾਯੂਸ ਨਾ ਹੋਣ ਸਗੋਂ ਆਪਣੇ ਹੱਕਾਂ ਪ੍ਰਤੀ ਜਾਗਰੂਕ ਹੋਣ।ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਮਿਸ਼ਨ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਹੈ ਕਿ ਹਰ ਨਾਗਰਿਕ ਨੂੰ ਸੰਵਿਧਾਨ ਅਨੁਸਾਰ ਪ੍ਰਾਪਤ ਮੂਲ ਅਧਿਕਾਰਾਂ ਦੀ ਪੂਰੀ ਸੁਰੱਖਿਆ ਮਿਲੇ ਅਤੇ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਬੇਇਨਸਾਫੀ ਨਾ ਹੋਵੇ। ਓਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਉਲੰਘਣਾ ਕਿਸੇ ਵੀ ਸੂਰਤ ਵਿੱਚ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕੀਤੀ ਜਾਵੇਗੀ।ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਇਹ ਸੰਮੇਲਨ ਕਰਵਾਉਣ ਲਈ ਹਿਉਮਨ ਰਾਈਟਸ ਵਾਚ ਸੰਸਥਾ (ਰਜਿ) ਪੰਜਾਬ ਦੀ ਸ਼ਲਾਘਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਮਨੁੱਖਤਾ ਦੀ ਭਲਾਈ ਲਈ ਅਜਿਹੇ ਪ੍ਰੋਗਰਾਮ ਬਹੁਤ ਲਾਜ਼ਮੀ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਹਰ ਜ਼ਿਲ੍ਹੇ ਵਿਚ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦੀ ਅਗਵਾਈ ਹੇਠ 14-14 ਵਿਅਕਤੀਆਂ ਦਾ ਕੋਰ ਗਰੁੱਪ ਬਣਾਇਆ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਲਈ ਕੰਮ ਕਰਨਗੇ ਅਤੇ ਕਮਿਸ਼ਨ ਨਾਲ ਸਬੰਧਤ ਸ਼ਿਕਾਇਤਾਂ ਤੇ ਸਮੱਸਿਆਵਾਂ ਧਿਆਨ ਵਿਚ ਲਿਆਉਣਗੇ।ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕਿਤੇ ਵੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦਾ ਘਾਣ ਹੁੰਦਾ ਹੈ ਤਾਂ ਇਸ ਸਬੰਧੀ ਲਿਖਤੀ ਸ਼ਿਕਾਇਤ ਕਮਿਸ਼ਨ ਨੂੰ ਦਿੱਤੀ ਜਾਵੇ ਜਿਸ ‘ਤੇ ਦੋ ਦਿਨਾਂ ਅੰਦਰ ਯਕੀਨਨ ਕਾਰਵਾਈ ਹੋਵੇਗੀ। ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ ਇੱਕ ਨੰਬਰ 9855475547 ਵੀ ਜਾਰੀ ਕੀਤਾ ਹੈ, ਜਿਸ ‘ਤੇ ਕੋਈ ਵੀ ਸ਼ਿਕਾਇਤ ਦਰਜ ਕਰਵਾਈ ਜਾ ਸਕੇਗੀ।ਪਦਮ ਸ੍ਰੀ ਸ਼ੰਟੀ ਨੇ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਰਾਜ ਤੇ ਚੰਡੀਗੜ੍ਹ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਨੇ ਸਾਰੇ ਸਰਕਾਰੀ ਅਤੇ ਨਿੱਜੀ ਹਸਪਤਾਲਾਂ ਨੂੰ ਤਿੰਨ ਵਿਆਪਕ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਹਨ, ਜਿਨ੍ਹਾਂ ‘ਚ ਢੁਕਵੀਂ ਮੁਰਦਾਘਰ ਸਹੂਲਤਾਂ ਅਤੇ ਐਂਬੂਲੈਂਸ ਵੈਨ ਸੇਵਾਵਾਂ ਨੂੰ ਬਣਾਈ ਰੱਖਣ ਲਈ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਕਮਿਸ਼ਨ ਨੇ ਹਸਪਤਾਲਾਂ ਨੂੰ ਕਿਸੇ ਵੀ ਸਥਿਤੀ ਵਿੱਚ ਲਾਸ਼ਾਂ ਨੂੰ ਰੋਕਣ ਤੋਂ ਸਖ਼ਤੀ ਨਾਲ ਮਨਾਹੀ ਕੀਤੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਬਿੱਲਾਂ ਦਾ ਭੁਗਤਾਨ ਨਾ ਹੋਣਾ ਵੀ ਸ਼ਾਮਲ ਹੈ, ਅਜਿਹੇ ਅਭਿਆਸਾਂ ਨੂੰ ਮਨੁੱਖੀ ਮਾਣ ਅਤੇ ਡਾਕਟਰੀ ਨੈਤਿਕਤਾ ਦੀ ਗੰਭੀਰ ਉਲੰਘਣਾ ਕਰਾਰ ਦਿੱਤਾ ਹੈ।ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਹਸਪਤਾਲਾਂ ਨੂੰ ਮ੍ਰਿਤਕ ਵਿਅਕਤੀਆਂ, ਖਾਸ ਕਰਕੇ ਲਾਵਾਰਿਸ ਜਾਂ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਕਮਜ਼ੋਰ ਮਾਮਲਿਆਂ, ਮੁਫ਼ਤ ਜਾਂ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਸਸਕਾਰ/ਦਫ਼ਨਾਉਣ ਲਈ ਸਹਾਇਤਾ ਦੇ ਪ੍ਰਬੰਧਾਂ ਦੇ ਨਾਲ ਸਨਮਾਨਜਨਕ ਪ੍ਰਬੰਧਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਵੀ ਆਦੇਸ਼ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ ਤੀਜੀ ਸਲਾਹਕਾਰੀ ਵਿੱਚ ਸਫਾਈ ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਬੀਮਾ, ਹਰ ਤਰ੍ਹਾਂ ਦੀਆਂ ਸੁਰੱਖਿਆ ਸਹੂਲਤਾਂ ਦੇਣ ਲਈ ਵੀ ਹਦਾਇਤ ਜਾਰੀ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ ਐਂਬੂਲੈਂਸਾਂ ਬਾਰੇ ਵੀ ਸਲਾਹਕਾਰੀ ਜਾਰੀ ਕੀਤੀ ਹੈ, ਜਿਸ ‘ਚ 112 ‘ਤੇ ਫੋਨ ਕਰਨ ਉਪਰ ਪੁਲਿਸ ਪਾਇਲਟ ਐਂਬੂਲੈਂਸਾਂ ਨੂੰ ਹਸਪਤਾਲਾਂ ਤੱਕ ਛੱਡ ਕੇ ਆਵੇਗੀ।ਇਸ ਮੌਕੇ ਪਦਮਸ਼੍ਰੀ ਸ਼ੰਟੀ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਕੈਂਪ ਲਗਾਉਣ ਦੀ ਪਹਿਲਕਦਮੀ ਕਮਿਸ਼ਨ ਨੂੰ ਲੋਕਾਂ ਦੇ ਨੇੜੇ ਲਿਆ ਰਹੀ ਹੈ, ਕਿਉਂਕਿ ਉਹ ਰਾਜ ਦੇ ਹਰ ਕੋਨੇ ਵਿੱਚ ਤੇਜ਼ ਦਖਲਅੰਦਾਜ਼ੀ ਅਤੇ ਮੌਲਿਕ ਅਧਿਕਾਰਾਂ ਦੀ ਸੁਰੱਖਿਆ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਯਤਨਸ਼ੀਲ ਹਨ।ਜਤਿੰਦਰ ਸਿੰਘ ਸੰਟੀ ਨੇ ਬੀਤੇ ਦਿਨੀਂ ਚੰਡੀਗੜ੍ਹ ਦੇ 32 ਸੈਕਟਰ ਹਸਪਤਾਲ ਵਿਖੇ ਕੀਤੇ ਆਪਣੇ ਦੌਰੇ ਬਾਰੇ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕੋਈ ਤੁਹਾਡਾ ਇਲਾਜ ਨਹੀਂ ਕਰ ਰਿਹਾ ਤਾਂ ਇਸ ਮੈਡੀਕਲ ਲਾਪਰਵਾਹੀ ਨੂੰ ਕਮਿਸ਼ਨ ਬਰਦਾਸ਼ਤ ਨਹੀਂ ਕਰੇਗਾ। ਇਸ ਮੌਕੇ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਦਿੱਲੀ ਵਿਖੇ ਆਪਣੀ ਸੰਸਥਾ ਵੱਲੋਂ ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਅਸੂਲਾਂ ‘ਤੇ ਚੱਲਦਿਆਂ ਕਰੋਨਾ ਸਮੇਂ ਅਤੇ 30 ਸਾਲਾਂ ਤੋਂ ਕਰੀਬ 70 ਹਜ਼ਾਰ ਮ੍ਰਿਤਕ ਸਰੀਰਾਂ ਦੇ ਅੰਤਿਮ ਸਸਕਾਰ ਦਾ ਜਿਕਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀਆਂ ਸੇਵਾਵਾਂ ਸਦਕਾ ਹੀ ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ ਪਦਮਸ੍ਰੀ ਅਵਾਰਡ ਦਿੱਤਾ ਗਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸ੍ਰੀ ਗੁਰੂ ਤੇਗ ਬਹਾਦਰ ਜੀ ਦੇ ਵੱਲੋਂ ਚਾਂਦਨੀ ਚੌਂਕ ਵਿਖੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਲਈ ਦਿੱਤੇ ਬਲੀਦਾਨ ਦੇ ਤਹਿਤ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਲਈ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਨਿਭਾਅ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ 1947 ਤੇ 1984 ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਅਜਿਹੇ ਕਤਲੇਆਮ ਦੌਰਾਨ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੀ ਅਣਹੋਂਦ ਕਰਕੇ ਲੋਕਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਨਹੀਂ ਮਿਲ ਸਕਿਆ।

राजपुरा, 24 फरवरी (हिमांशु हैरी): पंजाब स्टेट और यूनियन टेरिटरी चंडीगढ़ ह्यूमन राइट्स कमीशन (PSHRC) के मेंबर पद्मश्री जतिंदर सिंह शांति ने आज ज़ोर देकर कहा कि किसी भी तरह के विक्टिम के ह्यूमन राइट्स की रक्षा करने और उन्हें इंसाफ दिलाने के लिए ह्यूमन राइट्स कमीशन के दरवाज़े हमेशा खुले हैं। पद्मश्री जतिंदर सिंह शांति ह्यूमन राइट्स वॉच (रजिस्टर्ड) पंजाब के स्टेट प्रेसिडेंट अमरिंदर सिंह पुरी की लीडरशिप में ऑर्गनाइज़ेशन की राजपुरा यूनिट की तरफ से ह्यूमन राइट्स अवेयरनेस और लोगों की शिकायतों के निपटारे के बारे में ऑर्गनाइज़ की गई एक पब्लिक मीटिंग में शामिल हो रहे थे। इस मौके पर ऑर्गनाइज़ेशन की राजपुरा यूनिट के प्रेसिडेंट हरप्रीत सिंह चोजी और सीनियर वाइस प्रेसिडेंट शिव कुमार भूरा ने मिस्टर शांति का स्वागत किया। इस मौके पर कमीशन मेंबर जतिंदर सिंह शंटी ने एडीसी शहरी विकास डॉ. इस्मत विजय सिंह, एसडीएम नमन मारकन, एसपी स्वर्णजीत कौर, डीएसपी राजपुरा मनजीत सिंह, थाना सदर प्रमुख व अन्य की मौजूदगी में सेहत विभाग, नगर कौंसिल, बिजली व अन्य विभागों के अधिकारियों के साथ मीटिंग की और अधिकारियों को मानवाधिकारों के मद्देनजर जरूरी दिशा-निर्देश दिए और मानवाधिकारों को और बेहतर बनाने के लिए सुझाव भी लिए। इस मौके पर उन्होंने मिली शिकायतों के तुरंत हल के लिए दिशा-निर्देश भी जारी किए। एडीसी डॉ. इस्मत विजय सिंह व एसपी स्वर्णजीत कौर ने भरोसा दिलाया कि कमीशन की हिदायतों का सख्ती से पालन किया जाएगा। इस मौके पर इस्लाम अली, मेंबर सचिव बलदेव सिंह समेत संगठन के प्रदेश सचिव गुरमीत सिंह बेदी, चरणजीत सिंह बेदी व अन्य गणमान्य बड़ी संख्या में मौजूद थे। बड़ी संख्या में लोगों को संबोधित करते हुए पद्मश्री जतिंदर सिंह शंटी ने कहा कि ह्यूमन राइट्स कमीशन राज्य में मानवाधिकारों के किसी भी तरह के उल्लंघन की रक्षा करने और उसे रोकने के लिए गंभीरता से कार्रवाई कर रहा है। उन्होंने लोगों से अपने ह्यूमन राइट्स के प्रति जागरूक होने की अपील की और कहा कि सरकारी कर्मचारियों और अधिकारियों को आपके दिए गए टैक्स से सैलरी मिलती है, और अगर वे लोगों का काम नहीं करते हैं, तो लोगों को निराश नहीं होना चाहिए बल्कि अपने अधिकारों के प्रति जागरूक होना चाहिए। उन्होंने कहा कि कमीशन का मुख्य मकसद यह है कि हर नागरिक को संविधान के अनुसार मिले मौलिक अधिकारों की पूरी सुरक्षा मिले और किसी भी तरह का अन्याय न हो। उन्होंने कहा कि ह्यूमन राइट्स का उल्लंघन किसी भी हालत में बर्दाश्त नहीं किया जाएगा। जतिंदर सिंह शंटी ने इस कॉन्फ्रेंस के आयोजन के लिए ह्यूमन राइट्स वॉच (रजिस्टर्ड) पंजाब की तारीफ करते हुए कहा कि ऐसे प्रोग्राम इंसानियत की भलाई के लिए बहुत ज़रूरी हैं। उन्होंने कहा कि कमीशन हर जिले में डिप्टी कमिश्नर के नेतृत्व में 14 लोगों का एक कोर ग्रुप बना रहा है जो ह्यूमन राइट्स की सुरक्षा के लिए काम करेगा और कमीशन से जुड़ी शिकायतों और समस्याओं को उनके ध्यान में लाएगा। उन्होंने कहा कि अगर कहीं भी ह्यूमन राइट्स का उल्लंघन होता है, तो इस बारे में कमीशन को लिखित शिकायत दी जाए, जिस पर दो दिन के अंदर निश्चित रूप से कार्रवाई की जाएगी। इसके अलावा, एक नंबर 9855475547 भी जारी किया गया है, जिस पर कोई भी शिकायत दर्ज कराई जा सकती है। पद्म श्री शांति ने यह भी बताया कि पंजाब राज्य और चंडीगढ़ ह्यूमन राइट्स कमीशन ने सभी सरकारी और प्राइवेट अस्पतालों को तीन व्यापक गाइडलाइंस जारी की हैं, जिनमें पर्याप्त मोर्चरी सुविधाएं और एम्बुलेंस वैन सेवाएं बनाए रखने के लिए गाइडलाइंस शामिल हैं। उन्होंने बताया कि कमीशन ने अस्पतालों को किसी भी हालत में शवों को रोकने से सख्त मना किया है, जिसमें बिलों का भुगतान न करना भी शामिल है, ऐसे तरीकों को मानवीय गरिमा और मेडिकल नैतिकता का गंभीर उल्लंघन बताया है। उन्होंने बताया कि अस्पतालों को यह भी आदेश दिया गया है कि वे मृतकों, खासकर लावारिस या आर्थिक रूप से कमजोर मामलों का सम्मानजनक प्रबंधन सुनिश्चित करें, जिसमें मुफ्त या सहायता प्राप्त दाह संस्कार/दफनाने की व्यवस्था हो। इसके अलावा, तीसरी एडवाइजरी में सफाई कर्मचारियों को बीमा, सभी तरह की सुरक्षा सुविधाएं देने के निर्देश भी जारी किए गए हैं। इसके अलावा, एम्बुलेंस के बारे में भी एक एडवाइजरी जारी की गई है, जिसमें 112 पर कॉल करने पर पुलिस पायलट एम्बुलेंस अस्पतालों के लिए रवाना होंगी। इस मौके पर पद्मश्री शांति ने ज़ोर देकर कहा कि ऐसे कैंप लगाने की पहल कमीशन को लोगों के और करीब ला रही है, क्योंकि वे राज्य के हर कोने में तेज़ी से दखल और बुनियादी अधिकारों की सुरक्षा पक्का करने की कोशिश कर रहे हैं। हाल ही में चंडीगढ़ के सेक्टर 32 हॉस्पिटल के अपने दौरे का ज़िक्र करते हुए जतिंदर सिंह शांति ने कहा कि अगर कोई आपका इलाज नहीं कर रहा है, तो कमीशन इस मेडिकल लापरवाही को बर्दाश्त नहीं करेगा। इस मौके पर जतिंदर सिंह शांति ने कोरोना काल में दिल्ली में अपनी संस्था द्वारा लगभग 70 हज़ार शवों के अंतिम संस्कार और 30 सालों तक शहीद भगत सिंह के सिद्धांतों पर चलने का ज़िक्र किया और कहा कि उनकी सेवाओं की वजह से ही राष्ट्रपति ने पद्मश्री अवॉर्ड दिया। उन्होंने कहा कि वह चांदनी चौक में मानवाधिकारों की सुरक्षा के लिए श्री गुरु तेग बहादुर जी की कुर्बानी के तहत मानवाधिकारों की रक्षा के अपने वादे को पूरा कर रहे हैं। 1947 और 1984 का ज़िक्र करते हुए उन्होंने कहा कि ऐसे नरसंहारों के दौरान मानवाधिकार कमीशन के न होने की वजह से लोगों को इंसाफ़ नहीं मिल पाया।

Rajpura, February 24 (Himanshu Harry): Padma Shri Jatinder Singh Shanti, Member of the Punjab State and Union Territory of Chandigarh Human Rights Commission (PSHRC), today stressed that the doors of the Human Rights Commission are always open to protect the human rights of any kind of victim and to provide them justice. Padma Shri Jatinder Singh Shanti was attending a public meeting organized by the Rajpura unit of the organization under the leadership of the State President of Human Rights Watch (Regd.) Punjab, Amarinder Singh Puri, regarding human rights awareness and redressal of people’s grievances. On this occasion, the President of the Rajpura unit of the organization, Harpreet Singh Choji and Senior Vice President Shiv Kumar Bhura welcomed Mr. Shanti. On this occasion, Commission Member Jatinder Singh Shanti met ADC Urban Development Dr. Ismat Vijay Singh, SDM Naman Markan, SP Swaranjit Kaur, DSP Rajpura Manjit Singh, Police Station Sadar Chief and others held a meeting with the officials of the Health Department, Municipal Council, Electricity, and other departments in the presence of others and gave necessary guidelines to the officials in view of human rights and also took suggestions to further improve human rights. On this occasion, he also issued guidelines for the immediate resolution of the complaints received. ADC Dr. Ismat Vijay Singh and SP Swaranjit Kaur assured that the instructions of the Commission will be strictly followed. On this occasion, Islam Ali, Member Secretary Baldev Singh along with State Secretary of the organization Gurmeet Singh Bedi, Charanjit Singh Bedi and other dignitaries were present in large numbers. Addressing a large gathering of people, Padma Shri Jatinder Singh Shanti said that the Human Rights Commission is taking serious action to protect and take any kind of violation of human rights in the state. He called upon the people to be aware of their human rights and said that government employees and officials get their salary from the taxes you pay, and if they do not do the work of the people, then people should not be disappointed but should be aware of their rights. He said that the main objective of the Commission is that every citizen should get full protection of the fundamental rights granted to him as per the Constitution and there should be no injustice of any kind. He said that violation of human rights will not be tolerated under any circumstances. Jatinder Singh Shanti, while praising the Human Rights Watch (Regd.) Punjab for organizing this conference, said that such programs are very necessary for the welfare of humanity. He said that the Commission is forming a core group of 14 people in each district under the leadership of the Deputy Commissioner who will work for the protection of human rights and will bring the complaints and problems related to the Commission to the notice. He said that if there is any violation of human rights anywhere, a written complaint in this regard should be given to the Commission, on which action will definitely be taken within two days. Apart from this, a number 9855475547 has also been issued, on which any complaint can be lodged. Padma Shri Shanti also informed that the Punjab State and Chandigarh Human Rights Commission have issued three comprehensive guidelines to all government and private hospitals, including guidelines for maintaining adequate mortuary facilities and ambulance van services. He informed that the Commission has strictly prohibited hospitals from withholding dead bodies under any circumstances, including non-payment of bills, terming such practices as a serious violation of human dignity and medical ethics. He informed that hospitals have also been ordered to ensure dignified management of deceased persons, especially unclaimed or economically weak cases, with arrangements for free or assisted cremation/burial. Apart from this, instructions have also been issued in the third advisory to provide insurance, all kinds of security facilities to sanitation workers. Apart from this, an advisory has also been issued regarding ambulances, in which on calling 112, the police pilot ambulances will leave for the hospitals. On this occasion, Padma Shri Shanti emphasized that the initiative of setting up such camps is bringing the Commission closer to the people, as they are striving to ensure swift intervention and protection of fundamental rights in every corner of the state. Referring to his visit to Sector 32 Hospital in Chandigarh recently, Jatinder Singh Shanti said that if no one is treating you, then the Commission will not tolerate this medical negligence. On this occasion, Jatinder Singh Shanti mentioned the cremation of about 70 thousand dead bodies by his organization in Delhi during the Corona period and for 30 years, following the principles of Shaheed Bhagat Singh, and said that it was because of their services that the President gave the Padma Shri award. He said that he is fulfilling his commitment to protect human rights under the sacrifice made by Sri Guru Tegh Bahadur Ji for the protection of human rights at Chandni Chowk. Referring to 1947 and 1984, he said that due to the absence of the Human Rights Commission during such massacres, people could not get justice.
