ਪਟਿਆਲਾ,07 ਅਪ੍ਰੈਲ(ਹਿਮਾਂਸ਼ੂ ਹੈਰੀ):ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟਰੇਟ ਸਿਮਰਪ੍ਰੀਤ ਕੌਰ ਨੇ ਭਾਰਤੀ ਨਾਗਰਿਕ ਸੁਰੱਖਿਆ ਸੰਹਿਤਾ 2023 ਦੀ ਧਾਰਾ 163 ਅਧੀਨ ਪ੍ਰਾਪਤ ਹੋਏ ਅਧਿਕਾਰਾਂ ਦੀ ਵਰਤੋਂ ਕਰਦੇ ਹੋਏ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਸ਼ਾਮ 7.00 ਵਜੇ ਤੋਂ ਅਗਲੀ ਸਵੇਰ 6 .00 ਵਜੇ ਤੱਕ ਕੰਬਾਇਨਾਂ ਨਾਲ ਕਣਕ ਕੱਟਣ ਉਤੇ ਪਾਬੰਦੀ ਦੇ ਹੁਕਮ ਜਾਰੀ ਕੀਤੇ ਹਨ।ਜਾਰੀ ਹੁਕਮਾਂ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਕਣਕ ਕੱਟਣ ਲਈ ਕੰਬਾਇਨਾਂ 24 ਘੰਟੇ ਕੰਮ ਕਰਦੀਆਂ ਹਨ। ਇਹ ਕੰਬਾਇਨਾਂ ਰਾਤ ਵੇਲੇ ਹਰੀ ਕਣਕ ਜਿਹੜੀ ਕਿ ਚੰਗੀ ਤਰ੍ਹਾਂ ਪੱਕੀ ਵੀ ਨਹੀਂ ਹੁੰਦੀ, ਭਾਵ ਕੱਚਾ ਦਾਣਾ ਕੱਟ ਦਿੰਦੀਆਂ ਹਨ। ਹਰੀ ਕੱਟੀ ਹੋਈ ਕਣਕ ਸੁੱਕਣ ਤੇ ਕਾਲੀ ਪੈ ਜਾਂਦੀ ਹੈ, ਸਵੇਰੇ ਜਲਦੀ ਕੰਬਾਇਨਾਂ ਚੱਲਣ ਨਾਲ ਨਮੀ ਵਾਲੇ ਝੋਨੇ ਦੀ ਮਿਕਦਾਰ ਬਹੁਤ ਜ਼ਿਆਦਾ ਹੋ ਜਾਂਦੀ ਹੈ। ਜਦੋਂ ਇਹ ਸਿੱਲੀ ਕਣਕ ਮੰਡੀਆਂ ਵਿੱਚ ਵਿਕਣ ਲਈ ਲਿਆਂਦੀ ਜਾਂਦੀ ਹੈ ਤਾਂ ਨਮੀ ਦੀ ਪ੍ਰਵਾਨਿਤ ਹੱਦ ਨਾਲੋਂ ਜ਼ਿਆਦਾ ਹੋਣ ਕਾਰਨ ਖਰੀਦ ਏਜੰਸੀਆਂ ਖਰੀਦ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੰਦੀਆਂ ਹਨ। ਸਿੱਟੇ ਵਜੋਂ ਮੰਡੀਆਂ ਵਿੱਚ ਅਣਵਿਕੀ ਕਣਕ ਦੇ ਅੰਬਾਰ ਜਮ੍ਹਾਂ ਹੋ ਜਾਂਦੇ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਬਹੁਤ ਸਾਰੀਆਂ ਪੁਰਾਣੀਆਂ ਹੋ ਚੁੱਕੀਆਂ ਕੰਬਾਇਨਾਂ ਵੀ ਕਟਾਈ ਕਰਦੀਆਂ ਹਨ, ਜੋ ਕਣਕ ਦੀ ਕੁਆਲਿਟੀ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਦੀਆਂ ਹਨ। ਜਿਸ ਕਰਕੇ ਖਰੀਦ ਏਜੰਸੀਆਂ ਇਸ ਦੀ ਖਰੀਦ ਕਰਨ ਤੋਂ ਹਿਚਕਿਚਾਉਂਦੀਆਂ ਹਨ। ਕਣਕ ਸਮੇਂ ਸਿਰ ਨਾ ਵਿਕਣ ਕਾਰਨ ਕਿਸਾਨਾਂ ਵਿੱਚ ਰੋਸ ਪੈਦਾ ਹੁੰਦਾ ਹੈ। ਜਿਸ ਨਾਲ ਅਮਨ ਕਾਨੂੰਨ ਦੀ ਸਥਿਤੀ ਨੂੰ ਖਤਰਾ ਪੈਦਾ ਹੁੰਦਾ ਹੈ।ਵਧੀਕ ਜ਼ਿਲ੍ਹਾ ਮੈਜਿਸਟਰੇਟ ਨੇ ਜ਼ਿਲ੍ਹਾ ਪਟਿਆਲਾ ਅੰਦਰ ਕਣਕ ਦੀ ਕਟਾਈ ਕਰਨ ਵਾਲੀਆਂ ਕੰਬਾਇਨਾਂ ਦੇ ਮਾਲਕਾਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਪਟਿਆਲਾ ਵਿਚ ਸ਼ਾਮ 7 ਬਜੇ ਤੋਂ ਅਗਲੀ ਸਵੇਰ 6 ਬਜੇ ਤਕ ਕੰਬਾਇਨਾਂ ਨਾਲ ਕਣਕ ਕੱਟਣ ਤੇ ਪਾਬੰਦੀ ਲਗਾਈ ਜਾਂਦੀ ਹੈ।
ਇਹ ਹੁਕਮ 2 ਅਪ੍ਰੈਲ ਤੋਂ 1 ਜੂਨ ਤਕ ਲਾਗੂ ਰਹਿਣਗੇ।
पटियाला, 07 अप्रैल (हिमांशु हैरी): एडिशनल डिस्ट्रिक्ट मजिस्ट्रेट सिमरप्रीत कौर ने इंडियन सिविल प्रोटेक्शन कोड, 2023 के सेक्शन 163 के तहत मिली शक्तियों का इस्तेमाल करते हुए जिले में शाम 7.00 बजे से अगली सुबह 6.00 बजे तक कंबाइन से गेहूं काटने पर रोक लगाने के आदेश जारी किए हैं। जारी आदेशों में कहा गया है कि कंबाइन 24 घंटे गेहूं काटने का काम करती हैं। ये कंबाइन रात में हरा गेहूं काटती हैं, जो पका भी नहीं होता, यानी कच्चा दाना होता है। हरा कटा गेहूं सूखने पर काला पड़ जाता है, और सुबह-सुबह कंबाइन चलने के कारण नमी वाले धान की मात्रा बहुत ज़्यादा हो जाती है। जब यह कच्चा गेहूं बेचने के लिए मंडियों में लाया जाता है, तो खरीद एजेंसियां नमी की मात्रा तय लिमिट से ज़्यादा होने के कारण इसे खरीदने से मना कर देती हैं। नतीजतन, बिना बिका गेहूं मंडियों में जमा हो जाता है। इसके अलावा, कई पुरानी कंबाइन भी कटाई कर रही हैं, जिससे गेहूं की क्वालिटी पर असर पड़ता है। जिसके कारण खरीद एजेंसियां इसे खरीदने में हिचकिचाती हैं। समय पर गेहूं न बिकने से किसानों में गुस्सा है। जिससे कानून व्यवस्था को खतरा है। एडिशनल डिस्ट्रिक्ट मजिस्ट्रेट ने पटियाला जिले में गेहूं की कटाई करने वाली कंबाइन के मालिकों को निर्देश दिया कि पटियाला में शाम 7 बजे से अगली सुबह 6 बजे तक कंबाइन से गेहूं की कटाई पर रोक है। ये आदेश 2 अप्रैल से 1 जून तक लागू रहेंगे।
Patiala, April 07 (Himanshu Harry): Additional District Magistrate Simarpreet Kaur, exercising the powers vested in her under Section 163 of the Indian Civil Protection Code, 2023, has issued orders prohibiting the cutting of wheat with combines in the district from 7.00 pm to 6.00 am the next morning. The orders issued state that combines work 24 hours a day to cut wheat. These combines cut green wheat at night, which is not even ripe, i.e. raw grain. The green cut wheat turns black when it dries, and the quantity of moisture-laden paddy becomes very high due to the combines running early in the morning. When this unripe wheat is brought to the markets for sale, the procurement agencies refuse to purchase it due to the moisture content exceeding the permissible limit. As a result, unsold wheat piles up in the markets. Apart from this, many old combines are also harvesting, which affects the quality of wheat. Due to which the procurement agencies hesitate to purchase it. Due to non-sale of wheat on time, there is resentment among the farmers. Which poses a threat to the law and order situation. The Additional District Magistrate instructed the owners of combines harvesting wheat in Patiala district that in Patiala, there is a ban on harvesting wheat with combines from 7 pm to 6 am the next morning.
These orders will be in force from April 2 to June 1.
