ਪਟਿਆਲਾ,03 ਮਾਰਚ(ਐਚ ਐਚ ਸੇਤੀਆ):ਪੰਜਾਬ ਰਾਜ ਤੇ ਕੇਂਦਰ ਸਾਸ਼ਤ ਪ੍ਰਦੇਸ਼ ਚੰਡੀਗੜ੍ਹ ਦੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ (ਪੀ.ਐਸ.ਐਚ.ਆਰ.ਸੀ.) ਦੇ ਮੈਂਬਰ ਪਦਮਸ਼੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਅੱਜ ਪਟਿਆਲਾ ਵਿਖੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਜਾਗਰੂਕਤਾ ਅਤੇ ਲੋਕਾਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਦੇ ਨਿਵਾਰਨ ਸਬੰਧੀ ਖੁੱਲ੍ਹੀ ਸੁਣਵਾਈ ਦਾ ਕੈਂਪ ਲਗਾਇਆ। ਇਸ ਮੌਕੇ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਜ਼ੋਰ ਦੇ ਕਿਹਾ ਕਿ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਜਾਗਰੂਕਤਾ ਸਮੇਤ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੇ ਪੀੜਤਾਂ ਦੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰਾਖੀ ਕਰਕੇ ਉਨ੍ਹਾਂ ਨੂੰ ਨਿਆਂ ਦਿਵਾਉਣ ਲਈ ਰਾਜ ਭਰ ਵਿਖੇ ਘਰ-ਘਰ ਪਹੁੰਚ ਬਣਾ ਰਿਹਾ ਹੈ।ਇਸ ਮੌਕੇ ਪਦਮਸ੍ਰੀ ਸ਼ੰਟੀ ਨੇ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਲੋਕਾਂ ਦੀਆਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਉਲੰਘਣਾ ਹੋਣ ਉਤੇ ਸ਼ਿਕਾਇਤ ਕਰਨ ਲਈ ਵਟਸਐਪ ਨੰਬਰ 9855475547 ਜਾਰੀ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਕਿਤੇ ਵੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦਾ ਘਾਣ ਹੁੰਦਾ ਹੈ ਤਾਂ ਇਸ ਸਬੰਧੀ ਲਿਖਤੀ ਸ਼ਿਕਾਇਤ ਕਮਿਸ਼ਨ ਨੂੰ ਦਿੱਤੀ ਜਾਵੇ ਜਿਸ ‘ਤੇ ਦੋ ਦਿਨਾਂ ਅੰਦਰ ਯਕੀਨਨ ਕਾਰਵਾਈ ਹੋਵੇਗੀ। ਇਸ ਮੌਕੇ ਕਮਿਸ਼ਨ ਮੈਂਬਰ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਬੰਧਕੀ ਕੰਪਲੈਕਸ ਵਿਖੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਵਰਜੀਤ ਵਾਲੀਆ ਦੀ ਤਰਫ਼ੋਂ ਏ.ਡੀ.ਸੀ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਨਵਰੀਤ ਕੌਰ ਸੇਖੋਂ, ਐਸ.ਪੀ ਸਿਟੀ ਪਲਵਿੰਦਰ ਸਿੰਘ ਚੀਮਾ, ਕੇਂਦਰੀ ਜੇਲ੍ਹ ਦੇ ਸੁਪਰਡੈਂਟ ਗੁਰਚਰਨ ਸਿੰਘ ਧਾਲੀਵਾਲ, ਨਗਰ ਨਿਗਮ, ਸਿਹਤ ਵਿਭਾਗ, ਪੇਂਡੂ ਵਿਕਾਸ ਤੇ ਪੰਚਾਇਤ, ਬਿਜਲੀ ਤੇ ਹੋਰ ਵਿਭਾਗਾਂ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਸਮੇਤ ਪਟਿਆਲਾ ਦੀਆਂ ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ (ਐਨ.ਜੀ.ਓਜ) ਤੇ ਖਾਸ ਤੌਰ ਤੇ ਸਰਪੰਚ ਸਾਹਿਬਾਨਾਂ ਨਾਲ ਇੱਕ ਅਹਿਮ ਬੈਠਕ ਕੀਤੀ ਅਤੇ ਪੀੜਤਾਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਵੀ ਸੁਣੀਆਂ।ਸ਼ੰਟੀ ਨੇ ਦੱਸਿਆ ਕਿ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਰਾਜ ਭਰ ਦੇ ਸਾਰੇ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ 15 ਮੈਂਬਰੀ ਕੋਰ ਗਰੁੱਪਾਂ ਦਾ ਗਠਨ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਜ਼ਿਲ੍ਹੇ ਦੀਆਂ ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਦੇ ਨੁਮਾਂਇੰਦੇ ਸ਼ਾਮਲ ਕਰਕੇ ਕਮਿਸ਼ਨ ਦੀ ਬ੍ਰਾਂਚ ਹਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਖੋਲ੍ਹੀ ਜਾਵੇਗੀ ਤਾਂ ਕਿ ਪੀੜਤਾਂ ਨੂੰ ਤੁਰੰਤ ਨਿਆਂ ਦਿਵਾਇਆ ਜਾ ਸਕੇ।ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਇਸ ਤਰ੍ਹਾਂ ਦੇ ਕੋਰ ਗਰੁੱਪ ਬਣਾਉਣ ਵਾਲਾ ਦੇਸ਼ ਦਾ ਪਹਿਲਾ ਕਮਿਸ਼ਨ ਬਣ ਰਿਹਾ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਉਨ੍ਹਾਂ ਨੇ ਸਰਕਾਰੀ ਰਜਿੰਦਰਾ ਹਸਪਤਾਲ ਵਿਖੇ ਅਚਨਚੇਤ ਦੌਰਾ ਕਰਕੇ ਉਥੇ ਐਮਰਜੈਂਸੀ, ਐਂਬੂਲੈਂਸ ਸੇਵਾਵਾਂ ਸਮੇਤ ਹੋਰ ਪਹਿਲੂਆਂ ਦਾ ਜਾਇਜ਼ਾ ਲਿਆ। ਅਤੇ ਪੱਤਰਕਾਰਾਂ ਦੇ ਸਵਾਲਾਂ ਨਾਲ ਸਹਿਮਤ ਹੁੰਦੇ ਹੋਏ ਰਜਿੰਦਰਾ ਹਸਪਤਾਲ ਦੇ ਵਾਰਡਾਂ ਵਿੱਚ ਘੁੰਮਦੇ ਅਵਾਰਾ ਕੁੱਤਿਆਂ ਅਤੇ ਚੂਹਿਆਂ ਦੀ ਰੋਕਥਾਮ ਲਈ ਸਖ਼ਤ ਕਦਮ ਚੁੱਕਣ ਲਈ ਕਿਹਾ ਤਾਂ ਜੋ ਮਰੀਜ਼ਾਂ ਨੂੰ ਰੈਵੀਜ਼ ਫੈਲਣ ਬਚਾਇਆ ਜਾ ਸਕੇ।ਪਦਮਸ੍ਰੀ ਸ਼ੰਟੀ ਨੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਮੱਦੇਨਜ਼ਰ ਸਮੂਹ ਵਿਭਾਗੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਲੋੜੀਂਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਦਿੰਦਿਆਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਨੂੰ ਹੋਰ ਬਿਹਤਰ ਬਣਾਉਣ ਲਈ ਐਨ.ਜੀ.ਓਜ ਤੋਂ ਸੁਝਾਅ ਵੀ ਲਏ। ਏ.ਡੀ.ਸੀ. ਨਵਰੀਤ ਕੌਰ ਸੇਖੋਂ, ਐਸ.ਪੀ. ਪਲਵਿੰਦਰ ਸਿੰਘ ਚੀਮਾ ਤੇ ਨਗਰ ਨਿਗਮ ਦੇ ਸੰਯੁਕਤ ਕਮਿਸ਼ਨਰ ਮਨਰੀਤ ਰਾਣਾ ਨੇ ਭਰੋਸਾ ਦਿੱਤਾ ਕਿ ਕਮਿਸ਼ਨ ਦੀਆਂ ਹਦਾਇਤਾਂ ਦੀ ਇੰਨ-ਬਿੰਨ ਪਾਲਣਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਇਸ ਮੌਕੇ ਘੱਟ ਗਿਣਤੀ ਕਮਿਸ਼ਨ ਦੇ ਮੈਂਬਰ ਇਸਲਾਮ ਅਲੀ ਸਮੇਤ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਮੈਂਬਰ ਦੇ ਸਕੱਤਰ ਬਲਦੇਵ ਸਿੰਘ ਸਮੇਤ ਵੱਡੀ ਗਿਣਤੀ ਪਟਿਆਲਾ ਦੀਆਂ ਐਨ.ਜੀ.ਓਜ ਦੇ ਮੈਂਬਰ ਮੌਜੂਦ ਸਨ।ਪਦਮਸ਼੍ਰੀ ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਪਟਿਆਲਾ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਕੀਤੇ ਜਾ ਰਹੇ ਕਾਰਜਾਂ ਦੀ ਸ਼ਲਾਘਾ ਕਰਦਿਆਂ ਲੋਕਾਂ ਨੂੰ ਨਿਆਂ ਦਿਵਾਉਣ ਲਈ ਹੋਰ ਚੌਕਸ ਹੋਣ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਅਤੇ ਐਨ.ਜੀ.ਓਜ ਦੀ ਪ੍ਰਸ਼ੰਸਾ ਕਰਦਿਆਂ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਇਨ੍ਹਾਂ ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਨੂੰ ਸਹਿਯੋਗ ਕਰਨ ਦੀ ਵੀ ਹਦਾਇਤ ਕੀਤੀ।ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ ਪੰਜਾਬ ਰਾਜ ਤੇ ਚੰਡੀਗੜ੍ਹ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਜਾਰੀ ਸਲਾਹਕਾਰੀਆਂ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦੀ ਹਦਾਇਤ ਕਰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਹੁਣ ਕੋਈ ਵੀ ਸਰਕਾਰੀ ਅਤੇ ਨਿੱਜੀ ਹਸਪਤਾਲਕਿਸੇ ਮਰੀਜ ਜਾਂ ਮ੍ਰਿਤਕ ਸਰੀਰ ਨੂੰ ਬਿੱਲ ਦੇ ਭੁਗਤਾਨ ਨਾ ਹੋਣ ਉਤੇ ਰੋਕ ਨਹੀਂ ਸਕੇਗਾ। ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ ਹਰ ਹਸਪਤਾਲ ਵਿਖੇ ਲਾਜਮੀ ਤੌਰ ਉਤੇ ਢੁਕਵੀਂ ਮੁਰਦਾਘਰ ਸਹੂਲਤ ਤੇ ਐਂਬੂਲੈਂਸ ਵੈਨ ਸੇਵਾਵਾਂ ਪ੍ਰਦਾਨ ਕਰਨੀਆਂ ਸ਼ਾਮਲ ਹਨ।ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਲਾਵਾਰਿਸ ਜਾਂ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਕਮਜ਼ੋਰ ਲੋਕਾਂ ਦੇ ਸਸਕਾਰ/ਦਫ਼ਨਾਉਣ ਲਈ ਸਹਾਇਤਾ ਦੇ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਵੀ ਆਦੇਸ਼ ਦਿੱਤਾ ਗਿਆ ਹੈ।ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਿੰਡਾਂ ਵਿੱਚ ਲਾਸ਼ਾਂ ਰੱਖਣ ਲਈ ਮੌਰਚਰੀ ਬਾਕਸ ਉਪਲਬੱਧ ਕਰਵਾਉਣ ਸਮੇਤ ਸਫਾਈ ਯੋਧਿਆਂ ਨੂੰ ਸੁਰੱਖਿਆ, ਜੁੱਤੇ, ਦਸਤਾਨੇ, ਸੈਨੇਟਾਈਜ਼ਰ ਦੇਣ ਸਮੇਤ ਬੀਮਾ ਸੁਰੱਖਿਆ ਸਹੂਲਤਾਂ ਦੇਣ ਲਈ ਵੀ ਹਦਾਇਤ ਜਾਰੀ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਤੋਂ ਬਿਨ੍ਹਾਂ 112 ‘ਤੇ ਫੋਨ ਕਰਕੇ ਜਿੰਦਗੀ ਮੌਤ ਦੀ ਲੜਾਈ ਦੀ ਲੜ ਰਹੇ ਮਰੀਜਾਂ ਦੀਆਂ ਐਂਬੂਲੈਂਸਾਂ ਨੂੰ ਹਸਪਤਾਲਾਂ ਤੱਕਣ ਲਈ ਪੁਲਿਸ ਪਾਇਲਟ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਦੇ ਵੀ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਹਨ।ਜਤਿੰਦਰ ਸਿੰਘ ਸ਼ੰਟੀ ਨੇ 1947 ਦੇ ਕਤਲੇਆਮ, ਭੋਪਾਲ ਗੈਸ ਤਰਾਸਦੀ ਤੇ 1984 ਦੇ ਸਿੱਖ ਕਤਲੇਆਮ ਦਾ ਹਵਾਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਸ ਦੌਰਾਨ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਮਿਸ਼ਨ ਦੀ ਅਣਹੋਂਦ ਕਰਕੇ ਹੀ ਪੀੜਤਾਂ ਨੂੰ ਇਨਸਾਫ਼ ਨਹੀਂ ਮਿਲ ਸਕਿਆ ਪਰੰਤੂ ਹੁਣ ਅਜਿਹਾ ਨਹੀਂ ਹੋਵੇਗਾ।
पटियाला, 3 मार्च (HH सेतिया): पंजाब स्टेट और यूनियन टेरिटरी ऑफ़ चंडीगढ़ ह्यूमन राइट्स कमीशन (PSHRC) के मेंबर पद्म श्री जतिंदर सिंह शांति ने आज पटियाला में ह्यूमन राइट्स अवेयरनेस और लोगों की शिकायतों के निपटारे के लिए एक ओपन हियरिंग कैंप लगाया। इस मौके पर जतिंदर सिंह शांति ने इस बात पर ज़ोर दिया कि ह्यूमन राइट्स कमीशन पूरे राज्य में घर-घर जाकर किसी भी तरह के पीड़ितों के ह्यूमन राइट्स की रक्षा कर रहा है, ह्यूमन राइट्स अवेयरनेस फैला रहा है और उन्हें इंसाफ दिला रहा है। इस मौके पर पद्म श्री शांति ने लोगों को कमीशन द्वारा ह्यूमन राइट्स के उल्लंघन की शिकायत करने के लिए एक WhatsApp नंबर 9855475547 जारी किया और कहा कि अगर कहीं भी ह्यूमन राइट्स का उल्लंघन होता है, तो इस बारे में कमीशन को लिखकर शिकायत दी जाए, जिस पर दो दिन के अंदर ज़रूर एक्शन लिया जाएगा। इस मौके पर कमीशन मेंबर जतिंदर सिंह शंटी ने डिप्टी कमिश्नर वरजीत वालिया की तरफ से डिस्ट्रिक्ट एडमिनिस्ट्रेटिव कॉम्प्लेक्स में ADC अर्बन डेवलपमेंट नवरीत कौर सेखों, SP सिटी पलविंदर सिंह चीमा, सेंट्रल जेल के सुपरिंटेंडेंट गुरचरण सिंह धालीवाल, म्युनिसिपल कॉर्पोरेशन, हेल्थ डिपार्टमेंट, रूरल डेवलपमेंट एंड पंचायत, इलेक्ट्रिसिटी और दूसरे डिपार्टमेंट के अधिकारियों के साथ-साथ पटियाला की समाज सेवी संस्थाओं (NGOs) और खासकर सरपंच साहिबानों के साथ एक ज़रूरी मीटिंग की और पीड़ितों की शिकायतें भी सुनीं। शंटी ने कहा कि कमीशन राज्य के सभी जिलों में 15 मेंबर वाले कोर ग्रुप बना रहा है, जिसमें जिले की समाज सेवी संस्थाओं के नुमाइंदे शामिल होंगे और हर जिले में कमीशन की एक ब्रांच खोली जाएगी ताकि पीड़ितों को तुरंत इंसाफ मिल सके। उन्होंने कहा कि पंजाब ऐसा कोर ग्रुप बनाने वाला देश का पहला कमीशन बन रहा है। इससे पहले उन्होंने सरकारी राजिंदरा हॉस्पिटल का सरप्राइज विजिट किया और वहां इमरजेंसी, एंबुलेंस सर्विस और दूसरी बातों का रिव्यू किया। और पत्रकारों के सवालों पर सहमति जताते हुए उन्होंने राजिंदरा अस्पताल के वार्डों में आवारा कुत्तों और चूहों को घूमने से रोकने के लिए सख्त कदम उठाने को कहा ताकि मरीजों को रेबीज फैलने से बचाया जा सके। पद्म श्री शांति ने ह्यूमन राइट्स के मद्देनजर सभी डिपार्टमेंटल अधिकारियों को जरूरी दिशा-निर्देश दिए और ह्यूमन राइट्स को और बेहतर बनाने के लिए NGOs से सुझाव भी लिए। ADC नवरीत कौर सेखों, SP पलविंदर सिंह चीमा और म्युनिसिपल कॉर्पोरेशन की जॉइंट कमिश्नर मनरीत राणा ने भरोसा दिलाया कि कमीशन के निर्देशों का सख्ती से पालन किया जाएगा। इस मौके पर माइनॉरिटी कमीशन के सदस्य इस्लाम अली, ह्यूमन राइट्स कमीशन के सेक्रेटरी बलदेव सिंह और पटियाला के बड़ी संख्या में NGO सदस्य मौजूद थे। पद्म श्री ज¨तदर सिंह शांति ने पटियाला जिला प्रशासन द्वारा किए जा रहे कामों की तारीफ करते हुए लोगों को इंसाफ पाने के लिए और ज्यादा सतर्क रहने की हिदायत दी और NGOs की तारीफ करते हुए जिला प्रशासन को भी इन समाजसेवी संस्थाओं का सहयोग करने की हिदायत दी। जतिंदर सिंह शंटी ने पंजाब राज्य और चंडीगढ़ ह्यूमन राइट्स कमीशन की तरफ से जारी एडवाइजरी को लागू करने के निर्देश देते हुए कहा कि अब कोई भी सरकारी या प्राइवेट अस्पताल बिल न चुकाने की वजह से किसी भी मरीज या डेड बॉडी को नहीं रोक पाएगा। इसके अलावा, हर अस्पताल में सही मॉर्चरी की सुविधा और एम्बुलेंस वैन सर्विस देना ज़रूरी है। उन्होंने कहा कि लावारिस या आर्थिक रूप से कमज़ोर लोगों के अंतिम संस्कार/दफन के लिए मदद पक्का करने के भी आदेश दिए गए हैं। उन्होंने कहा कि गांवों में डेड बॉडी रखने के लिए मॉर्चरी बॉक्स उपलब्ध कराने समेत सफाई योद्धाओं को सिक्योरिटी, जूते, दस्ताने, सैनिटाइजर और इंश्योरेंस सिक्योरिटी की सुविधा देने के भी निर्देश दिए गए हैं। इसके अलावा, 112 पर कॉल करके ज़िंदगी और मौत से लड़ रहे मरीजों की एम्बुलेंस को अस्पतालों तक ले जाने के लिए पुलिस पायलट देने के भी निर्देश दिए गए हैं। जतिंदर सिंह शंटी ने 1947 के नरसंहार, भोपाल गैस त्रासदी और 1984 के सिख नरसंहार का ज़िक्र करते हुए कहा कि ह्यूमन राइट्स कमीशन न होने की वजह से उस समय पीड़ितों को इंसाफ नहीं मिल पाता था, लेकिन अब ऐसा नहीं होगा।
Patiala, March 3 (HH Setia): Padma Shri Jatinder Singh Shanti, Member of the Punjab State and Union Territory of Chandigarh Human Rights Commission (PSHRC), today organized an open hearing camp in Patiala for human rights awareness and redressal of public grievances. On this occasion, Jatinder Singh Shanti emphasized that the Human Rights Commission is making door-to-door outreach across the state to protect the human rights of any kind of victims by creating human rights awareness and providing them justice. On this occasion, Padma Shri Shanti issued a WhatsApp number 9855475547 for people to complain about human rights violations by the Commission and said that if there is any violation of human rights anywhere, a written complaint in this regard should be given to the Commission, on which action will definitely be taken within two days.On this occasion, Commission member Jatinder Singh Shanti held an important meeting at the District Administrative Complex on behalf of Deputy Commissioner Varjit Walia with ADC Urban Development Navreet Kaur Sekhon, SP City Palwinder Singh Cheema, Superintendent of Central Jail Gurcharan Singh Dhaliwal, officials of Municipal Corporation, Health Department, Rural Development and Panchayat, Electricity and other departments, along with social service organizations (NGOs) of Patiala and especially the Sarpanch Sahibans and also heard the complaints of the victims.Shanti said that the Commission is forming 15-member core groups in all the districts of the state, in which representatives of social service organizations of the district will be included and a branch of the Commission will be opened in every district so that justice can be provided to the victims immediately. He said that Punjab is becoming the first Commission in the country to form such a core group. Earlier, he made a surprise visit to the Government Rajindra Hospital and reviewed the emergency, ambulance services and other aspects there. And agreeing to the questions of the journalists, he asked to take strict steps to prevent stray dogs and rats roaming in the wards of Rajindra Hospital so that the patients could be saved from the spread of rabies. Padma Shri Shanti gave necessary guidelines to all the departmental officers in view of human rights and also took suggestions from NGOs to further improve human rights. ADC Navreet Kaur Sekhon, SP Palwinder Singh Cheema and Joint Commissioner of Municipal Corporation Manreet Rana assured that the instructions of the Commission will be strictly followed. On this occasion, members of Minority Commission Islam Ali, Secretary of Human Rights Commission Baldev Singh and a large number of NGO members of Patiala were present. Padma Shri Jitinder Singh Shanti, while appreciating the work being done by the Patiala District Administration, directed the people to be more vigilant in getting justice and while praising the NGOs, also directed the District Administration to cooperate with these social service organizations. Jatinder Singh Shanti, while instructing to implement the advisories issued by the Punjab State and Chandigarh Human Rights Commission, said that now no government or private hospital will be able to stop any patient or dead body due to non-payment of the bill. Apart from this, it is mandatory to provide proper mortuary facilities and ambulance van services in every hospital. He said that orders have also been given to ensure assistance for cremation/burial of unclaimed or economically weak people. He said that instructions have also been issued to provide security, shoes, gloves, sanitizers and insurance security facilities to sanitation warriors, including making mortuary boxes available for keeping dead bodies in villages. Apart from this, instructions have also been given to provide police pilots to take ambulances of patients fighting for life and death by calling 112 to hospitals. Jatinder Singh Shanti, referring to the 1947 massacre, Bhopal gas tragedy and 1984 Sikh massacre, said that due to the absence of the Human Rights Commission, the victims could not get justice during those times, but this will not happen now.
